    For the third year in a row, the family of Leon Kusnetzky issued a challenge to raise funds for the Leon G. Kusnetzky Fund for Small Credit Unions. This fund, established by his family to support the capacity building initiatives of small credit unions, is growing and thriving thanks to a $10,000 annual match from Carol Kusnetzky and her family in memory of Leon’s passion for the credit union movement.

    MLA Website Changes

    The Defense Manpower Data Center (DMDC) announced it would make significant changes to the Military Lending Act (MLA) website to enhance security of the site and better protect the personal information of servicemembers. All users of the site will be required to create user accounts and around mid-August 2019, existing MLA website users will be required to update their accounts.

    Regulation CC Amendments Provide Adjustments for Inflation

    The Federal Reserve Board and the Consumer Financial Protection Bureau have jointly issued a final rule that implements a statutory requirement to adjust for inflation every five years the amount of funds depository institutions must make available to their members/customers. The amendments apply in circumstances ranging from next business day withdrawal of certain check deposits to setting the threshold amount for determining whether an account has been repeatedly withdrawn. The first set of adjustments will be effective on July 1, 2020.

    The Kansas Legislature wrapped up its 2019 legislative session on May 29 and the Missouri General Assembly wrapped up their 2019 legislative session on May 17.  Our Advocacy colleagues recently published recaps of both states’ sessions. Also, the Kansas Department of Credit Unions has published a Bulletin specifically regarding changes to the Kansas Credit Union Act.

    Financial Institution Data Match Mandatory -- MO

    The Missouri Division of Child Support Enforcement (DCSE) implemented the Financial Institution Data Match (FIDM) program in 2001. The program helps track down parents who are delinquent with child support payments in order for children to receive their legally required financial assistance. A 2019 legislative session change will make participation mandatory effective August 28, 2019.
